Kabul (BNA) BNA social affairs analyst commenting on the issue writes the 44th article of the constitution says, “It is the obligation of the state for establishing and developing a balanced education for women, improving education among nomads and eradication of illiteracy in the country design and implement effective programs. Based on the above article of constitution National Literacy Committee headed by the second vice-president established. The committee in its first meeting assessed the activities of the national provincial and district committees of literacy and discussed the necessity of capability of reading and writing in recruiting service people in state offices and public mobilization for complete eradication of illiteracy across the country. The committee also assigned the provincial and district literacy committees to present their achievements reports on eradication of illiteracy. Another important issue, which discussed at the meeting, was public mobilization for elimination of illiteracy and assigned the Ministry of Education to conduct a meeting with the participation of the representatives of ministries and independent state offices and present a report on outcomes to the national literacy committee.
Focusing on issues discussed we can say that the state spare no any efforts for taking effective and practical measures for complete eradication of illiteracy in the country. The state does not like without building a concrete base for eradication of illiteracy apply for achieving this noble aim and without adopting a precise and practical  program just claim that the literacy programs are going on, on the right direction. Overcoming the illiteracy problem requires practical and effective strategy for achieving this great aim; the state has established the Nation Committee of Literacy. The committee acknowledges that responding to this urgent need of the community this eradication of illiteracy requires a precise and conscious action.
