Kabul (BNA) Dec 3rd celebrated every year as the Int’l Day of Persons with Disabilities which was approved in 1992 by the UNGA.
The goal behind the celebration of this day is improvement of public mentality on issues related to different disabilities and upgrading of awareness and reintegration of handicapped with socio, economic, cultural and political aspects of society. In 1999 the slogan of (access possibility for all in new millennium) was adopted as the topic of the day. Currently over 500 million people are suffering due to defects in their mental, physical systems and are facing certain challenges in all parts of the world. According to handicapped convention, the member countries commit that their relevant disabled enjoy certain rights including access to justice, release from torture or merciless behavior, social partnership, health, empowerment, individual independence and equal opportunities. There are about one million handicapped in Afghanistan which is a considerable data with increasing trend due to unnatural reasons like wars, violences, traffic accidents etc.
Today all countries efforts are focused on handicapped to be independent and able to prove their identity. But important questions are with which resources, support or program? No doubt handicapped have certain abilities and restrictions and they know better their capability and capacity. They need certain requirements including proportionate scientific and technical training, medical facilities, rehabilitation of parts of this previous capabilities, psychological consultations, access to medication, sport facilities, promotion of awareness related to approach with disabled as well as sympathies. Despite of largest number of disabled in Afghanistan, less attention has been invited on martyrs and disabled category.
