National Citizen Charter Program To Be Implemented For Two Years

Kabul (BNA) Attended by National Unity Government leaders, the National Citizen Charter Program inaugurated the other day.
The program is the continuation of National Solidarity Program. The National Citizen Charter is a contract between the government and nation which is implemented by ministries of rural rehabilitation, finance, education, public health, agriculture and local organs throughout the country.  The main aim of the program is to decline poverty rate through facilitating and access of people to health services, education, agriculture, water management including potable water, irrigation, controlling of the floods and to get close the distance of the villages with cities by construction of third-grade roads and water supply services. The program has been designed for ten years, in which it will be implemented for two years within three stages, and the first stage will start in upcoming days.
The budget for the program is $1bln that will be paid by the government and World Bank. According to minister of finance, currently, $630mln is existed for the first four years and the first sponsor is the NUG.
$160mln has been considered to be paid by donor to the program, the minister of finance further said.  The World Bank chairman said it has already paid $400mln to the government for the program and on more $100mln, it will counsel with executive board of the bank. The Citizenship Convention Program is one of the most successful developing programs in the country.
The program tightens relations between people and the government, and its implementation will considerably decrease the distance between both sides. One of the specifications of such programs is that the people will be capable to spend the budget based on their needs. Most of the country’s population is villages’ residents, but they are facing various challenges in villages, as they are suffering lack of health services, poor quality education, access to power and etc. Therefore, if the security situation is improved, the implementation of the program can be possible in turbulent areas. But unfortunately, insecurity is the big challenge before implementation of the program throughout the country, but it is hoped that one day peace and security are restored and such programs are applied in peaceful atmosphere.
